As well as being great fun and a real adventure Rovers provides a great opportunity for young people to develop. This is achieved through the activities we do and the many leadership opportunities that present themselves.
One of the primary aims of Rovering is the personal development of young adults, the primary objective of a Crew Program is to provide opportunities for this development. The Rover Section, as part of the continuing development of young people through the Scout Movement, is a self governing section. It provides opportunities for individuals to develop leadership skills in a variety of areas and through a wide range of activities. Opportunities that expose Crew members to new and different activities allow individuals to challenge themselves while experiencing a variety of situations. These informal training opportunities are supplemented by a number of more formalised training opportunities and the Baden Powell Scout Award Scheme.

Victorian Rover Training Team
Since 2006, Training in the Rover Section has been promoted and organised by the Rover Training Team, with the support and guidance of the Victorian Branch Training Team and Branch Training Council.
Our aims are to increase attendance at courses, make the courses better for Rovers, continue to develop the practise of Rovers training Rovers, with Ex-Rovers and RA's.
We are always looking for more dedicated Rovers and RA's who wish to pass on their knowledge and experience, or people who just want to help promote training to others. Award Scheme
The Baden Powell Scout Award (BPSA) is the major formal award that can be achieved by Rovers and is the focus of the Award Scheme in the Rover Section. Its aim is to encourage Rovers to seek ways to widen their interests and extend their knowledge and experience beyond their current capabilities.
Participation in the Award Scheme is entirely an individual’s choice, though the benefits it provides through setting and achieving personal goals and in the esteem that comes with completing the award is a great incentive for all Rovers to undertake this.
An additional award that Rovers can work toward is the Scouts of The World Award. The aims of the Scouts of The World Award is to bring together Rovers and Friends in order to develop projects and benefits for the local and wider communities. Unlike most Scouting Awards, the Scouts Of The World Award can obtained by youth outside of the movement.
